Abramoff's rise also reflected the third great development in lobbying, which was its Republicanization. In a move that apparently was largely engineered by Grover Norquist Grover Glenn Norquist (born October 19, 1956) is an influential American conservative activist and lobbyist. He currently serves as president of anti-tax lobbying group Americans for Tax Reform.  and Tom DeLay, the Republicans who gained control of Congress in the 1994 election have increasingly insisted that lobbyists who want access to the Hill be Republicans and raise money for Republican candidates. This has helped solidify so·lid·i·fy
