Rumsfeld awarded the 48th annual Department of Defense Distinguished Civilian Service Civilian service is service to a government made as a civilian, particularly such service as an option for anti-militarists and pacifists who object to military service. Mr. Shine was among 10 recognized with the award, which is the highest award given to career civilian employees in the DoD. Mr. Shine's career serving the nation spans more than three decades. His efforts as director of Military and Civilian Pay Services and previously as director of Operating Forces Those forces whose primary missions are to participate in combat and the integral supporting elements thereof. His leadership resulted in a reduction of problem disbursements by more than $12 million in 2002 alone. His work helped modernize the way military members, military retirees, and Defense civilian employees access their personal pay account information. His contributions reach beyond the Defense Department in supporting the President's Management Agenda The President's Management Agenda is an initiative, announced by U.S. President George W. Bush in 2001, to make the U.S. federal government more efficient and effective. In its drive to make government more "citizen-centered, market-based, and results-oriented," the agenda . These efforts led to DFAS' selection as one of four federal payroll service providers as part of the Office of Personnel Management's ePayroll initiative, which consolidates payroll services from twenty-two providers to four. When complete, this initiative is estimated to save more than $1 billion over 10 years. Mr. Shine joined DFAS after completing a career with the U.S. Army Finance Corps. His active duty assignments included comptroller duties with the 1st Armored Division, U.S. Army Europe and the Army staff His finance assignments included duty as a disbursing officer, installation finance and accounting officer, commander of the 177th Finance Battalion supporting the 2nd Infantry Division and commander of the 13th Finance Group supporting the III Mobile Armored Corps. He saw overseas duty in Vietnam, Korea, and Germany.
