Parsons Brinckerhoff announced that Paul Skoutelas, former chief executive officer of the Port Authority of Allegheny county, Pa., has been named as senior vice president. Skoutelas will also serve as a principal consultant with PB Consult, the PB subsidiary that provides management consulting services to developers of infrastructure projects worldwide. He will be responsible for providing advisory services in transportation operations, bus and rail systems and transit management.

Skoutelas served as the Port Authority's chief executive officer since March 1997. During that time, the agency advanced numerous initiatives, including a $1 billion capital program. He has been responsible for the completion of such local transportation projects as the West Busway, Martin Luther King, Jr. East Busway Extension and Stage II Light Rail Transit. He has also overseen the of Port Authority's park and ride program and the extension of the Authority's light rail system to the north side and to the David L. Lawrence Convention Center. In 1991, Skoutelas left the Port Authority to take the position of chief executive officer with the Central Florida Regional Transportation Authority in Orlando. Under his leadership, the Orlando system became the fastest-growing transit system in the nation, with ridership doubling over a five-year period. He returned to the Port Authority, the nation's 15th-largest transit system, in 1997.

Skoutelas has also served on numerous boards, committees and task forces, including the American Public Transportation Association, the Transportation Development Corporation, the National Transit Institute and the Pennsylvania Transportation Institute.

Skoutelas received bachelor's and master's degrees in civil engineering from Penn State University and a master's degree in business administration from the University of Pittsburgh.
