Panels weighs merits of new metering rules. (Technology: Update).Panelists at a trade fair on advanced metering disagreed on the financial impacts of changes to advanced metering rules being proposed by New York New York, state, United States New York, Middle Atlantic state of the United States. It is bordered by Vermont, Massachusetts, Connecticut, and the Atlantic Ocean (E), New Jersey and Pennsylvania (S), Lakes Erie and Ontario and the Canadian province of State agencies. At a Feb. 12 event sponsored by the New York Energy Buyers Forum (NYEBF), a coalition of commercial retail energy customers and energy service firms, some felt that the rule changes could increase the cost by thousands of dollars per metering point. Concerns were expressed that such increased costs might doom efforts to sub-meter tenants, control peak demand, and encourage innovative ways to cut power consumption. Interval meters, which are used for such purposes, measure power use in short time periods (e.g., 15 minutes) and report the data in near real-time to building operators and energy service firms via the Internet. During his presentation, Peter Savio of the NY State Energy Research and Development Authority (NYSERDA NYSERDA New York State Energy Research and Development Authority ), reviewed efforts underway to eliminate potentially conflicting rules covering meters used for demand response programs controlled by the NY Independent System Operator (ISO (1) See ISO speed. The U.S. member body is ANSI. ) and the NY Public Service Commission (PSC (Public Service Commission) Same as PUC. ). NYSERDA offers financial incentives to cover installation of advanced metering. In the past, a variety of meters have been allowed for this purpose, and many have been installed using NYSERDA funding. If, however, rule changes before the PSC and ISO go forward as predicted, a higher standard ("revenue grade") would be applied to all new meters used for demand response and possibly billing for submetered tenants. It is also possible that installation of such meters would have to be done by licensed "meter service providers" which, at present, include only regulated utilities, none of whom are equipped to install the number of meters needed for such operations. In its latest offering for meter funding, NYSERDA has reduced its maximum incentive from $3,000 per meter to $2,500.
