Avon and Somerset Constabulary Avon & Somerset Constabulary is the Home Office police force in England responsible for policing the non-metropolitan county of Somerset and the districts of South Gloucestershire, Bristol, North Somerset and Bath and North East Somerset; before 1996 these districts formed the  is has become the first police force in England and Wales England and Wales are both constituent countries of the United Kingdom, that together share a single legal system: English law. Legislatively, England and Wales are treated as a single unit (see State (law)) for the conflict of laws.  to install an end-to-end identification system designed to match crime-scene marks to criminals. Based on technology from Cogent COGENT - COmpiler and GENeralized Translator  and InformixC Software, the system helps the Force to solve crimes where palm marks are available - about 25% of all cases. In the first three months, the system has already helped identify over 45 criminals and, once complete, the database is expected to contain over 80,000 records.

Cogent's Automated Palm and Fingerprint fingerprint, an impression of the underside of the end of a finger or thumb, used for identification because the arrangement of ridges in any fingerprint is thought to be unique and permanent with each person (no two persons having the same prints have ever been  Identification System (CAPFIS) uses Informix Internet Foundation, database technology, at its core. Records held in this system are linked to queries by Cogent's Matcher technology, which attaches scores to each print in order to find the most likely matches.
