In their first negotiations since being certified to represent the unit, the Independent Pilots Association negotiated a 4-year collective bargaining agreement, covering some 1,300 flight crew members, with United Parcel Service. The union had replaced the Teamsters as bargaining agent for the employees in a January 1990 representation election conducted by the National Mediation Board.

The contract calls for increases in annual pay and the number of steps in the wage progression. The range for captains' pay will increase from $66,550 after 1 year to $83,000 after 6 years under the previous agreement to $99,996 after the first year to $141,375 after 12 years in the new agreement. Similarly, the range for first officers' rates will rise from between $38,600 and $48,150 in five steps to between $57,993 and $94,721 in 12 steps, while the range for second officers' pay increases from $29,950 to $37,350 in four steps to $44,996-$80,584 in 12 steps. (Under the new agreement, starting pay for flight crew members was set at $26,000 a year.)

Other terms include retention of company-paid health and welfare benefits; the addition of a scope clause, which spells out the union's jurisdiction over work, including expanded carrier operations; 21 days of vacation for employees with at least 5 years of service; more management flexibility in rescheduling flights; company-provided meals to crew members who serve long periods aboard aircraft; payment to pilots for ground time, set at one-half the rate for flying time; and a reduction in maximum duty time, from 16 to 12 hours per day.
