Williams was named the Top Public Sector Leader by the American Public Works Association's Southern California Chapter.

He will be honored Thursday at the Southern California Chapter awards ceremony in Lakewood.

Since Williams' arrival, he has developed master plans for traffic, flood control, sewers, street and waste management systems; established a public works maintenance facility; chaired the Antelope Valley Water Group; and administered votes on more than 180 landscape districts.
