The 121-year-old cemetery at 1241 Glenwood Road has been closed since June after its owners came under state investigation on suspicion of illegally reselling graves and mishandling remains.

Criminal charges were dropped, but state officials are considering revoking owner Marsha Howard's business license. Also, relatives of those interred at the 25-acre cemetery have filed a civil suit.

City officials have been negotiating with Howard and operator Moshe Goldsman to allow limited visiting hours visiting hours
