I have read ``Sad and angry'' (Opinions, Feb. 20) by retired Capt. David Smith and I am amazed at the statements that Smith professes. I worked for this captain of police and if he would have complied with the wishes of the chief of police, Smith could have practiced what he is now preaching.

As faith would have it, Chief Parks had assigned Capt. Smith to Rampart Area, but Smith cried foul and requested to command West Los Angeles

 area. So if Smith is such a champion and alleged leader as he professes, then why did he request not to command Rampart area, where as he stated, he could have made a difference? He needed to ``get on board,'' like he always said to his lowly subordinates, and do the right thing.

But it appears that he would rather write about it than do the hard work ahead for this still-fine department. You cannot paint us all with that broad brush. I have 29-plus years with the department and I will not abandon it in hard times.

How to fix the Police Department? Let's get rid of Richard Riordan Richard J. . The taxpayers who stand behind the actions of these elected officials who caused this whole mess can pick up the tab.

Take all the good cops who did not know what was going on, put him on a bicycle and get him out of town. L.A.'s too dangerous a place for him to work.

Forget the mantra that the cops ``put their lives on the line every day,'' as true as it is, the public did not ask them to apply for and take the job. The romantic patina of any job wears off rather quickly; find something else to do. If the police officers have so much pride and respect for their jobs, they should take the news of the scandal like men. After all, they dodge bullets every day, so how can a few newspaper articles and stories of misconduct hurt them?

Troubling reactions

Re ``Teen tragedy'' (Feb. 19).

Rodney Adams, who also was a victim of this Feb. 17 accident, was a close family friend of my fiance. Rocky, as he was known to friends, was innocently driving home from the gym and was senselessly taken away from his family and friends. We are thankful that he did not suffer, but our loss is tremendous.

What troubles me even more is the reaction of some of the teen-agers we have heard about and seen at the memorial, and also some of the statements made by parents in the television interviews. Many have taken the us-vs.-them mentality and continue to say ``no one is to blame.''

Yes, there is someone to blame. The driver of the Acura is to blame, whether he meant to hurt someone or not. No one is judging him as a person, and we see this as a terrible accident as a result of careless actions of a teen. Nothing more than that. He is probably a very good person who has good friends and comes from a good family. But that has nothing to do with the actions he chose to do, which were deadly.

Just like a driver who is drunk, he made this decision to drive unsafely and put others in danger, and his decision killed innocent people. For that alone, he needs to be held accountable for his actions.

I hope that you will take the time to focus on Rocky's life. He was a good man who was loved by many and will be remembered.

He was sworn in for his second term on December 6, 2004.  to become District Attorney of Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County.

The district attorney must be a skilled and successful prosecutor and a bold and inspiring leader. As a courtroom prosecutor, Cooley has put many violent criminals behind bars. Due to the number of responses, Saturday's Public Forum on the lawsuit filed on behalf of North Hollywood bank robber Emil Matasareanu's two children continues today.

Losing a child (whatever the age) must be the worst thing that can happen to a mother; we who have children cannot even imagine the horror. They are not always perfect, but we love them despite not liking their behavior at times. It must have been agony for Valerie Nicolescu- Matasareanu to watch the drama that was happening on our TV screens.

Having said that, I must admit I was not thinking of her as the tragedy unfolded. I was thinking of all of the other mothers who might be losing sons or daughters that day: both mothers of innocent bystanders and mothers of police officers.

These frivolous lawsuits have to stop. Eventually, no one will want to become a police officer and who could blame them? We need legislation to confirm that if you commit a crime, none of the family will be allowed to sue.

As a former police officer who now consults on criminal defense cases, I can tell you the actions, or inaction in this case, on the part of the officers and detectives on Archwood Street where Emil Matasareanu was shot should (lead to them being) fired and prosecuted.

This society cannot tolerate police personnel who make themselves judge, jury and executioner EXECUTIONER. The name given to him who puts criminals to death, according to their sentence; a hangman.
     2. In the United States, executions are so rare that there are no executioners by profession.

Of course the relatives of persons killed in gun battles should be allowed to sue police. They should also be allowed to sue the banks for providing the temptation in the first place, they should be allowed to sue car manufacturers for not providing bullet-proof doors to protect them from those pesky police bullets. Don't forget the gun manufacturers who just handed guns to all parties involved so they could kill each other.

They should be allowed to sue the Republican Party, whose politicians didn't make dad register his weapon (he would have if that were the law) and just throw in a suit against the tobacco companies while you're at it. He must have smoked a cigarette at sometime in his life.

The idea that families of individuals bent on the commission of criminal acts should derive financial benefits from the results of those acts is obscene. Had Emil Matasareanu survived his aborted bank robbery, the resulting charges and the legal costs of his defense would have been a huge financial drain on his family, not to mention the liability aspects of his actions.
