Environmentalists and celebrities were behind this proposed legislation. Instead of starting at the bottom, let's start at the top. These celebrities use gas-guzzling block-long limousines to go to their functions. Other people who sponsored this bill use chauffeur-driven autos or drive large cars. Instead of waiting for the year 2005, why can't these environmentalists get out of their large cars now and set an example by using more efficient vehicles? - Otto B. It worked before under Kennedy. The Reagan tax cuts actually increased income to the government by over 40 percent by creating jobs and growing the economy. One of Clinton's biggest mistakes was passing one of the largest tax increases in this country's history. The economy started to turn sour on Clinton's watch. I also fail to see what horrific thing Bush Jr. had done to completely turn the economy upside down in less than one year of being in office. The tax cuts (which are not enough) were but a small amount of the leftover money the government had after they had already completely funded their bloated budget. - G.A. Conte West Hills Split-level sovereignty An innovative and unique concept, split-level sovereignty, could heal the disconnect between the West Bank and Gaza. A 100-yard strip of land connecting the West Bank and Gaza would heal the breach that divides the Muslim world geographically. Israel would retain sub-surface sovereignty and air rights from 30 feet about the surface, preserving the present continuity between Elath, its harbor on the Red Sea, and its population clusters on the Mediterranean. In effect, Palestine would gain sovereignty over an above-surface tunnel somewhat like the below-surface Chunnel that connects England to the continent.
