The equipment for making biological agents in particular can be quite stunningly compact and transportable; yet the consequence of the deployment of weapons containing these agents is potentially so awesome - both in the number and horror of the death they can cause - that it is absolutely essential for us and the community of the civilized world to assure that they are never unleashed.

President Clinton was absolutely right in his decision to attack, swiftly and without further warning, an intransigent despot.

The time for talk of cooperation has ended and we must act. The United Nations inspectors, who ought to know and certainly know better than most of us, have said that they believe these weapons continue in production at particular locations.

Indeed, why have inspectors and a council of security advisers at all if we will not listen to their reports and advice?

I believe that in the afterlife, all those people hyperventilating about Clinton will have to go through six years where the whole world will know every detail of their sex life, and they will have to justify every detail to the whole world.

Wouldn't it be better that we recognize, as does just about every other Western democracy, that information about private consensual CONSENSUAL, civil law. This word is applied to designate one species of contract known in the civil laws; these contracts derive their name from the consent of the parties which is required in their formation, as they cannot exist without such consent.

Clinton has done nothing definitive on Iraq for his entire presidency except make empty threats and rattle sabers. His threats are as hollow as his word. We cannot trust him and now he may be unpredictable in his use of our armed forces because of his ruthless desire to hold on to power.

Clinton should resign immediately before he kills American soldiers in a desperate attempt to divert our nation's attention.

Upon the 50th anniversary of the United Nations Universal Declaration of Human Rights Universal Declaration of Human Rights

Declaration adopted by the United Nations General Assembly in 1948. Drafted by a committee chaired by Eleanor Roosevelt, it was adopted without dissent but with eight abstentions.
, it may now be the time to make significant improvements to it.

Notably missing from the declaration are several rights that appear in the U.S. Constitution.

I would suggest that the U.S. permanent representative to the United Nations propose additions to the universal declaration to include all the rights contained in the U.S. Constitution. Then we could all have a true beacon to celebrate.

Educating the gifted

Regarding ``Educating gifted kids,'' Public Forum, Dec. 11:

Programs for gifted children do not subtract from programs for children with disabilities. Both have special needs.

Imagine yourself, a literate adult, forced to watch ``Bevis and Butt-head'' for 12 hours a day, every day, forever, and you start to get the notion of what school must feel like to gifted kids. Oh, and by the way, there will be a test, meaning that one is forced to take this nonsense seriously.

The needs of gifted children are mostly ignored. There are about one-third of the spaces needed in the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Unified School District's magnet programs for gifted students. I agree with Jeannette Darlington that there seems to be a basic lack of understanding within the education establishment, or at least within the LAUSD LAUSD Los Angeles Unified School District (Los Angeles, CA) , regarding the teaching of gifted children. It vacillates between more-of-the-same boring work sheets and sporadic ``enrichment activities,'' which are pleasant for everyone, easy for teachers to do, but different from meeting special needs.

Tabloids should pay

Regarding the story about the photographer suspected of tapping into actor Tom Cruise's cell phone and selling the details to the Globe:

I am confused. When customers buy illegal drugs or stolen property, they are held responsible and arrested. How can the Globe and all these other rags buy information that can only be obtained illegally, then run and hide?

They should be held accountable. Since they seem willing to pay for anything, they also should pay all the court costs court costs n. fees for expenses that the courts pass on to attorneys, who then pass them on to their clients or, in some kinds of cases, to the losing party.  for convictions. We taxpayers are now doing that.

Saving Social Security

In my opinion, there would not be a Social Security problem if Congress and the present and former presidents had not looted loot

I have a simple three-point plan which will save Social Security.

Everyone should demand that Social Security be taken off budget.

Workers under 40 should be allowed to choose a mutual fund or other approved investment for 50 percent of their contributions.

This is the most important. The government should start paying back the looted trust fund money, with 50 percent of the repayment invested in the stock market, etc.

As for removing the cap on earnings, consider this: Probably 70 or 80 percent of us earn less than the $68,400 cap, so we are contributing on 100 percent of our earnings. However, a person earning $136,000 will contribute only on 50 percent of his earnings.

There should not be a cap. If it is fair for most people to pay on 100 percent of their income, it is fair for everyone.

I see that the government has proclaimed a ``surplus'' for the fiscal year ended Sept. 30, 1998.

Clinton said income exceeds expenditures by $71 billion, but he may have conveniently overlooked that $99 billion of the income was from Social Security. That results in a deficit.

It definitely is not just for the government to consider payments for Social Security as income. Rather, it is a loan to the government to invest for the taxpayer and repay at a future date.
