PUBLIC FORUM : SETTING DISTRICT'S RECORD STRAIGHT.


For your readers and the customers of Las Virgenes Municipal Water District, I want to correct the inaccuracies carried in Vernon Padgett's recent letter to your paper.

To his credit, Dr. Padgett consistently attends meetings of our district board of directors and frequently makes presentations. Issues presented in his letter were corrected and clarified for Dr. Padgett during the board's budget discussions; unfortunately, however, he chose to perpetuate per·pet·u·ate

The following facts are offered to give your readers an accurate overview of our current year budget:

2. Deviating from a standard; not straight, even, level, or exact.

 that the district's 1997-1998 expenditure program is based on questionable assumptions. If water sales and developer fees do not meet projections, prudent reserves are available for short-term cash flow, capital project schedules can be adjusted, and purchases can be deferred. There is no doubt that the district will cover all operating needs and will not require a revenue increase for 1997-1998.

The district has openly discussed possibilities for generating electricity using the natural gas byproducts of composting

Composting is the controlled aerobic decomposition of biodegradable organic matter, producing compost.
. Fuel cells, which would accomplish this, are a proven technology already successfully implemented at 75 sites worldwide. Energy consumes more than $5.4 million of our annual budget, so we constantly look for new ways to cut costs. However, further research and discussion will continue, so we can balance the benefits of fuel cells with their capital costs and the uncertainty of future electricity prices.
