PUBLIC FORUM : SAN FERNANDO IS VALLEY'S `BEST-KEPT SECRET'.

I read with great interest the Daily News' Sept. 16 story, ``Feeling at home; residents see San Fernando San Fernando, city, Argentina

As the article noted, the outstanding Police Department under Chief Dave Regetti maintains a safe and secure environment within the city. The government and city administrators are always available to meet with you and have proved time and time again that they are business-friendly.

The latter became very evident to me when I refurbished a building that my family owns in San Fernando.

The efficiency, professionalism and expediency with which the construction plans were approved and the permits issued astonished a·ston·ish

I have always maintained that the city of San Fernando is the best-kept secret in the Valley. This need not be the case.

The leadership of San Fernando needs to develop an aggressive public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment. By its nature, public relations is devoted to serving particular interests by presenting them to the public in the most  campaign to better promote the attributes of this fine city so as to attract additional quality commercial and manufacturing development within its borders.

Fooling the public

Well, I see that our president has been able to fool even the regional director of the Sierra Club Sierra Club, national organization in the United States dedicated to the preservation and expansion of the world's parks, wildlife, and wilderness areas. In his continuing war on the West, Clinton may have overstepped his bounds in his proclamation, another example of his abuse of power.

Even Clinton is not above the law and must submit to the NEPA process. I suspect the people of Utah through their elected representatives, after his cowardly act, would reject any such national monument status for this area.

More on Clinton

If Bill Clinton were a baseball player rather than president, he would have the unique ability to strike out while at bat, convince everyone in the stands that he had hit a home run and, when the other team objected, the umpires would call it ``mean-spirited.''

Feuer helps businesses

In response to your article of Aug. 31 concerning the troubled Sherman Oaks Merchants Association: Our experience in Studio City with the office of Councilman Mike Feuer and his staff has been, to say the least, quite different than that of the Sherman Oaks group.

Without the councilman's personal commitment and direction there would be no Studio City Improvement Association today or one even in sight.

These self-assessing business improvement districts are creatures of state law and are quite complex.

They need guidance by a professional government navigator to have any chance of getting started and succeeding.

He explained to us the state and local legal requirements we faced and described the labyrinth nature of City Hall's approval process.

He stated clearly that he was ``rule-explaining, not rule-making,'' and then offered his help, which we gladly accepted. Feuer gave our project his highest priority as he had promised.

Today, with the city's help and money, we have been able to hire a professional consultant of our own choosing to give us day-to-day assistance.

With the councilman and his staff's help we have been given information and guidance to effectively organize ourselves and the Studio City business community toward an exciting future for our historic village.

That future will be designed by the community itself. In this, we are confident to have the continued support and encouragement of Mike Feuer.

We do wish our sister community of Sherman Oaks well. Its eventual success will resonate in both directions along the Boulevard.

Try learning English

Re the Sept. 12 Daily News article ``Report outlines harmonious plan for diverse L.A.; immigrant empowerment called key'':

This report from L.A.'s Human Relations human relations nplrelaciones fpl humanas  Commission makes me furious. This report suggests we - American citizens or nationals - learn immigrants' native languages, including Spanish, Chinese, Korean and Tagalog, just to show some respect.

My lord; we already have thousands of problems to worry about, too busy to make a living, and they ask me to waste my time to learn these immigrants' native languages - five of them?

Why not ask these immigrants to respect our American culture, American people An American people may be:

Illegal immigrants

Re your Sept. 20 article, ``Food-aid recipients fear cuts'' in which county Supervisor Gloria Molina lobbied to continue the handouts to immigrants, legal and illegal:

I, as a taxpaying citizen, believe we should adhere to the law passed by Congress and signed by the president.

I do not believe most American citizens are in favor of paying huge taxes so that the freeloaders of the world can come in and destroy our generous system.

Editorial rebuttal rebuttal n. evidence introduced to counter, disprove or contradict the opposition's evidence or a presumption, or responsive legal argument.

What's wrong with the Daily News? After all this time you still don't understand one of the basic facts of life: When the government cuts taxes it does not spend money.

The simple fact of the matter is that the government doesn't earn money. It either prints it, in which case it steals by inflation, or it takes money directly from taxpayers.

Thus, your whole Sept. 23 editorial (``Expensive talk; presidential campaign promises aren't cheap'') is premised on an assumption that is wildly incorrect.

The only way in which your editorial could be correct is if either there is some higher law that mandates a constant level of spending or services, or you subscribe to the bankrupt idea that everything a taxpayer earns belongs to the government, and the government is just gracious enough to let the taxpayer keep some of it from time to time.

Dole's tax plan

I would like to know what Bob Dole considers an average family. Under his 15 percent across-the-board tax cut, for someone to get a $1,600 tax break, he or she would have to be paying $10,000 in federal income tax.

Does the average family have an adjusted gross income high enough to pay $10,000?

Casting stones

In this society of ours, we have heard a lot of talk about discrimination and prejudice against racial minorities and women.

Yet, I wonder just how many of us realize that there is a certain amount of discrimination and prejudice inside each one of us, regardless of our racial or gender status. If we would first clean up our own wrongdoing wrong·do·er
