That ``holiday'' in AB 44 should be activated so that there can be a fair assessment of the wisdom of having the high-occupancy-vehicle lanes. Parents who have kids that are out of control, or that seem like they are on that road, need to know there is a place where they can go to learn how to deal with these children before a tragedy happens! Kids don't just turn this way overnight. They do over a gradual period of time. Sometimes parents just need help from other parents to learn the safest way to approach these kids.
