PUBLIC FORUM : LEGISLATURE TO BLAME FOR INSURANCE SHORTAGE.Don't blame the insurance companies for the unavailability of homeowners insurance. And please understand that homeowners insurance is not synonymous with synonymous with adjective equivalent to, the same as, identical to, similar to, identified with, equal to, tantamount to, interchangeable with, one and the same as earthquake insurance Earthquake insurance is a form of property insurance that pays the policyholder in the event of an earthquake that causes damage to the property. Most ordinary homeowners insurance policies do not cover earthquake damage. . Many years ago the state required companies writing homeowners insurance in California to offer earthquake coverage. Now, after the Northridge disaster, companies have withdrawn from writing homeowners coverage to avoid being forced to provide earthquake coverage. Most residential lenders will accept normal homeowners coverage without the peril of earthquake. Such coverage would be readily available if state legislators would only repeal the requirement to include earthquake coverage. Such action would not eliminate the need for the California Earthquake Authority Established in September 1996 by the California Legislature, the California Earthquake Authority is a privately funded, publicly managed organization that sells California earthquake insurance policies through participating insurance companies. , but it would allow the insurance companies to conduct the business they know best: continuing to provide homeowners with the basic coverages they require. The state can eliminate the shortage of conventional homeowners insurance with one stroke of the pen. It is popular and easy to blame insurance companies when protection is expensive or unavailable but, they are, after all, private businesses - and no private business can be forced to jeopardize its existence. Insurance companies are not public utilities, and should not be regarded as such. Let the legislators clean up their act. Free up the homeowners insurance market and approve the California Earthquake Authority. - Harlan Campbell Tujunga Educating illegals The politicians who back an education ban on illegal aliens are not ``mean-spirited'' or ``whiners'' (``Education ban only picks on kids,'' Viewpoint, July 14). I doubt that he could even produce a list of those involved, and if he isn't able to do that how can he know if they were or were not Mexican nationals? - John Gonzalez North Hills Cluster leader defended Regarding ``Eye-opening article'' by Sara Sommers, Public Forum, July 12: The 600-plus schools of the Los Angeles Unified School District The Los Angeles Unified School District (the "LAUSD") is the largest (in terms of number of students) public school system in California and the second-largest in the United States. Only the New York City Department of Education has a larger student population. are varied in their population composition and, therefore, their cultural and academic needs. Most people agree that control should be as localized as possible. However, the district is charged with overseeing administrators who seek to pursue private agendas at the expense of the students and communities they serve. The particular cluster leader referred to by Sara Sommers is only doing her job. It is very easy for administrators who know their way around the rules and regulations to manipulate and control unknowing staff and parents. A seasoned professional cluster leader in any district, no matter what the size, keeps all employees in compliance with state, federal, and union guidelines so as to ensure equity for all. In April, to our dismay, we received an official-looking city notice informing us that Union Oil Co. of California had applied for a conditional use permit/variance for a liquor license Noun 1. liquor license - a license authorizing the holder to sell alcoholic beverages liquor licence license, permit, licence - a legal document giving official permission to do something and carwash, which would be built practically adjacent to our home. We knew that this would obviously disrupt our peace and serenity if granted. I, like many others, feared and felt certain that since it involved a big corporation, the zoning administrator would undoubtedly grant Unocal's application. My neighbors and I had our faith somewhat restored when we recently received Associate Zoning Administrator William E. Lillenberg's 12-page decision denying Unocal's application for a liquor license and carwash. Unfortunately, our faith in the system may be short-lived. She cites for proof the fact that nuclear energy is more costly than conventional forms like coal and wind. Naturally, Ivins, who has previously concealed her vast expertise in energy engineering from readers, is careful not to mention that the cost of nuclear power is not due to anything inherent in the technology, but to external costs imposed by interveners, activists, litigators and nuclear experts like Ivins. If Ivins and her fellow know-nothings would simply have the good grace to shut up and get out of the way, nuclear power would soon be cheaper than conventional sources. But that would spoil the fun: First, obstruct an industry to such an extent that it is no longer economically feasible to develop it - and then complain that it is too expensive. - James F.
