PUBLIC FORUM : GOVERNMENT PROTECTION COMES WITH A PRICE.Some years back, the government took on the cable companies on my behalf. I was paying $9.95 for basic cable at the time. I now pay $39.95 for basic cable, with a hefty percentage of those increases going toward increased government fees. Then came tobacco. Again on my behalf, the government is going to extort To compel or coerce, as in a confession or information, by any means serving to overcome the other's power of resistance, thus making the confession or admission involuntary. To gain by wrongful methods; to obtain in an unlawful manner, as in to compel payments by means of threats of $3 billion from the tobacco industry. Now Microsoft. I expect the government will extort a few billion from Microsoft, too, which I will be forced to pay in the long run again. Then there is beef, and alcohol and automobiles. The window is open to restoring faith in our education system and our political system, but we must choose to step forward and take up the challenge. California's schools are ranked near the bottom of the nation in performance, and there are many things we Californians must do to ensure their success. The open primary system, in California for the first time, allows all voters - Democrat, Republican or independent - to choose the candidate of any party they feel best represents their views and ideals. No longer are we trapped into voting for the least damaged candidate; we now can choose hope over despair, pride instead of cynicism. On Tuesday, our obligation as members of the American democracy falls upon us. We have the chance to restore a sense of pride and hope in California's education system and our political process. Unless there is proof that the grandparents are unfit, and that their visits would have a detrimental effect on their grandchildren, I think grandparents have every right to see their grandchildren and that they should fight for that right. Martin Granada Hills Absent teachers As a product and employee of the Los Angeles Unified School District The Los Angeles Unified School District (the "LAUSD") is the largest (in terms of number of students) public school system in California and the second-largest in the United States. Only the New York City Department of Education has a larger student population. , I am appalled at the way our youths are not learning the basics in education today. Much of the problem can be directly attributed to the lack of consistency in the classroom. When I attended schools within the district, our teachers were there 99 percent of the time. Today's classroom setting is much different. On any given day in the secondary school where I work, there are 10 to 12 teachers out of the classroom at ``conferences'' or other such ``workshops.'' This is a detriment to a child's education. Some of our children know the substitutes better than they know their own ``regular'' teachers. A child needs continuity in the classroom. When my friends and I attended classes in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. , the teacher was the only adult in the class and did not employ the use of classroom aides. Let's get back to basics and return to the methods that worked before. The current base rate of $2.26 per hundred cubic feet of sewage water disposal has not changed for six years. What has changed is the billing procedure. Between July 1992 and July 1997, the residential billing procedure utilized the metered water and corrected the base rate to represent 60 percent of the metered water discharged to the sewer. In July 1997, the billing procedure was revised in response to Valley customers who contended less than 60 percent of the metered water was discharged to the sewer. The revised billing procedure uses a base-line sewer charge established during the rainy season that most closely approximates the metered quantity of waste water. It remains constant throughout the fiscal year and is adjusted annually each July. The bimonthly bi·month·ly adj. 1. Happening every two months. 2. Happening twice a month; semimonthly. adv. 1.
