PUBLIC FORUM : ENCINO ISN'T ONLY VICTIM OF `OUTSIDER' TRAFFIC.It has been reported that in seeking ways to eliminate commuter traffic Noun 1. commuter traffic - traffic created by people going to or returning from work traffic - the aggregation of things (pedestrians or vehicles) coming and going in a particular locality during a specified period of time in Encino Hills, the city paid for a study to identify drivers who do not live in that area but are using its streets as a short cut (``Valley traffic fix in limbo; no more hope for Reseda route,'' Daily News, April 12). So what? Are these private roads A street or route that is designated by a public authority to accommodate a person or a group of people. A private road is often established because an individual needs to gain access to land; such a road can cross another person's property. ? I always thought that the public was allowed free access to public roads. I know that the residents would like to deny access during certain hours and put in speed bumps and everything else to keep others out of their realm. It has been done in other enclaves recently but that is not fair. I have nothing against these residents, but they must not receive more consideration than has been given to others. My family has owned a house on Topanga Canyon Boulevard near Roscoe Boulevard since the 1950s. It was once a rural road. There was a farm across the street from our home. When traffic increased, they made the road wider. We had no say. I can guarantee you that very few of the hundreds of vehicles that pass the homes on Topanga every hour are from this neighborhood. Why the double standard? Shouldn't one area zoned as residential be entitled to the same health and safety considerations as another? Inside my house there is the constant drone and rumble. Outside it roars. Neighbors can't even talk to each other above the noise. Perhaps it is time for all the boulevard dwellers to unite. - Ron Vartian Canoga Park SUV control needed While our state legislators frequently concentrate on attempting to pass more and more gun control laws, allegedly to make us all safer, what they really ought to be going after is what I've termed SUV control. In my opinion, sport-utility vehicles are far more of a menace to the general public's daily safety than all the so-called assault weapons, Saturday night specials Saturday Night Special A slang term used to refer to a surprise takeover attempt. Notes: The term alludes to the fact that many takeover bids are announced over the weekend in order to avoid too much publicity. and other firearms they are constantly seeking to ban. I commute 42 miles daily from Reseda to Norwalk, driving about three hours per day on L.A. freeways. Although I've never seen anyone using or even just brandishing an assault weapon or Saturday night special on the freeways, I have all too frequently observed the following with regard to SUVs: It seems that when someone buys an SUV, he instantly become a more aggressive and impatient driver. Sitting that high up and looking down on everyone else seems to give SUV drivers false feelings of dominance, power and immunity to harm. Very often the overly aggressive acts of a typical SUV driver seem to promote road rage See Web rage. from otherwise calm, peaceful and law-abiding drivers. Eventually, someone is going to be injured or killed as a result. I see a lot of accidents on the freeways, and more and more of them involve SUVs. At these accident scenes, it is not that uncommon to see an SUV lying on its side or on its roof. SUVs' high center of gravity easily explains this tendency for them to flip or roll. - David L. It is estimated that there are from 10 million to 20 million men with this problem, and there have been many different exotic drugs and all sorts of idiotic solutions sold to these men, with little or no actual satisfaction. I would like to see the age of consent lowered to 15 with a five-year-spread condition.
