The retrieval of Elian Gonzalez was a tough choice all around, however, a child must be returned to his father. The vitriolic criticisms of the GOP are unwarranted. The use of force was necessary. How about the hostagelike video of last week or Lazaro Gonzalez saying things would be different if they had weapons? The Miami family then is flown to D.C. to take photo opportunities with Republican congressional leaders and hear the stories of the third cousin mixed with emotional and politicized damnations of Clinton/Reno.

Floridian Janet Reno Janet Reno (born July 21, 1938) was the first and to date only female Attorney General of the United States (1993–2001). She was nominated by President Bill Clinton on February 11, 1993, and confirmed on March 11.  made the tough choice and her directive was the right one. Castro be damned, but the law is the law.

MISSED THE POINT

James F. Glass (Public Forum, April 20) misses my point, I'm afraid. I am for freedom as much as he is, but, I ask, what kind of freedom would he have if our government dictated to him where and how his child was to be raised? That is what Elian's ``freedom-loving'' family and their supporters want our government to do.

I grant that there are likely many Cubans who would like to leave their country, but it is narrow-minded chauvinism chauvinism (shō`vənĭzəm), word derived from the name of Nicolas Chauvin, a soldier of the First French Empire. Used first for a passionate admiration of Napoleon, it now expresses exaggerated and aggressive nationalism.  to assert that every Cuban feels like a prisoner, that no Cuban wants to live there.

INTRUSIVE CENSUS

If our government officials hadn't been so overintrusive in their attempt to delve into our personal and private lives with their 35-page questionnaire, they would have undoubtedly gotten a more accurate count on their 2000 census. But ending up with only 67 percent to 81 percent shows its failure and we will never know or ever have an exact count.

The expense to the taxpayers on this 2000 census with three mailings to each address shows clearly the careful thought and planning that went into all this. The only clear message that they focused on was ``that we were required by law'' to answer all the questions and return the census.

Now with only a 67 percent to 81 percent count, the cost to follow up on the balance plus all of the questions that were left blank is not going to be cheap.

Re Los Angeles County Draft 2000-2001 Budget:

The overriding issue in the Los Angeles County Draft 2000-2001 Budget is the concern about the federal government's renewal of our Medicaid waiver shifting treatment to outpatient clinics. The governor and the Legislature are failing to fund their mandated health services health services Managed care The benefits covered under a health contract . The chief administrative officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  and the Department of Health Services Department of Health Services may refer to:

 have dragged their feet too long on this vital, fiscal issue and immediate steps must be taken to provide the Board of Supervisors with all options if we are forced to cope with a shorter, perhaps phased-out waiver.

There are other significant areas omitted in the county budget that have a tremendous impact on the quality of the lives of our 10 million residents.

Los Angeles County's proposed 2000-2001 budget is an empty shell that fails to provide for additional sheriff's patrol deputies in our unincorporated communities. Long response times by sheriff's deputies in these communities require an increase to keep our streets safe. It is totally irresponsible to offer our residents anything less.

The budget also shortchanges the sheriff's Career Criminal Apprehension Unit aimed at stopping the revolving door of repeat offenders and the hate crimes units of both the sheriff and the district attorney.

Another shocking omission in the budget is its failure to increase the size of the Adoptions Bureau to eliminate the backlog of children waiting for adoption. This deprives our most vulnerable citizens of permanent, loving homes.

Other failures of the budget include needs for mental health screening and treatment in our juvenile facilities and the Probation Department's program to confiscate To expropriate private property for public use without compensating the owner under the authority of the Police Power of the government. To seize property.

When property is confiscated it is transferred from private to public use, usually for reasons such as
 firearms from convicted felons.

DRINKING TREATED WATER

If we are going to be forced by the City Council to drink sewer water I intend to do one of two things: use bottled water like they do in Mexico or move to another state until these jokers are voted out of office or suddenly smarten up.

I'm afraid if we start drinking sewer water it surely will have been infected with waste from people who have AIDS, infected with waste from people who have tuberculosis, infected with waste from people with polio, infected with waste from people with cancer, infected with waste from hospitals with countless other transferable diseases.

We can solve this water shortage in many ways, one of which would be to capture the rainwater runoff that goes to the ocean and pump it up to the farmers, another way is to open more desalinization plants. Desalinization has been perfected by Americans as long ago as 1948 (more than 50 years).
