PUBLIC FORUM; ANTI-GUN LAWS: RIGHT ON TARGET OR MISFIRE?

Because of the overwhelming response by readers, Saturday's forum topic on the new and proposed laws regulating guns and ammunition continues today.

DANG, I WAS FEELING so safe. Hey, with all the new tough gun laws that were just put into place why wouldn't I, or anyone else for that matter, feel safe? The extreme left liberals just informed all of us their tough gun laws made us the safest people around.

With all the new laws New Laws: see Las Casas, Bartolomé de.  in place - heck, the ink is not even dry yet on some - why is the extreme left trying to come up with more laws? Now it is a ban on bullets. Are we not as safe as we have been told the new laws would make us? No, that can't be. Not long ago the top news story was how crime has gone down.

Crime down, and new gun laws are still being pushed. There must be a scheme of some sort these extreme left liberals are up to. Do you think the scheme is to pass laws Pass laws in South Africa were designed to segregate the population and were one of the dominant features of the country's apartheid system. Introduced in South Africa in 1923, they were designed to regulate movement of black Africans into urban areas.  that they know will not work so as to say more laws are needed? Of course, if the laws which are already on the books would just be enforced, they could spend more time with their families, and less time coming up with unworkable laws.

RE, DO WE NEED MORE REGULATION of guns and ammunition?:

Why not ask Melissa Gutierrez, who was gunned down in front of her 12-year-old son? Why not ask the little boy who was shot through the window of his home, as he drank his milk? IF GUN-CONTROL LAWS WERE EFFECTIVE at reducing crime, then California would already have a track record of being one of the safest states in the nation. Conversely, Arizona, Nevada and Oregon would be experiencing carnage due to their comparatively very few gun laws and generous policies on issuing permits to civilians for carrying concealed weapons (Law) dangerous weapons so carried on the person as to be knowingly or willfully concealed from sight, - a practice forbidden by statute.<- in some states! ->

Because neither situation is the case, then the logical conclusion is that some unique demographic characteristic of California yields more criminal miscreants per capita [Latin, By the heads or polls.] A term used in the Descent and Distribution of the estate of one who dies without a will. GUN VIOLENCE IS MUCH MORE than a violent crime issue. Guns are used in crimes with tragic consequences. But guns are used more often in suicides, both nationally and in the San Fernando Valley San Fernando Valley

California has provided important leadership this past year in enacting three major pieces of legislation which have the potential of reducing all forms of gun violence.

I hope that Congress will follow California's lead.

THE AMMUNITION SALES BAN is merely another example of political grandstanding. It is feel-good, do-nothing legislation that will have no effect - other than to harass law-abiding gun owners.

The ignoramuses who promoted this measure were evidently unaware that it is quite legal to purchase ammunition by phone, fax, mail or Internet. Since they passed the ban, I have purchased all my ammunition via Internet.

I own 10 handguns, two rifles and a shotgun. Should I desire to purchase an additional weapon I will undergo, again, a background check by the attorney general to certify that I am reasonably sane, have no criminal record and am not a danger to myself or others. How this certification will prevent crimes of passion is a mystery: Should I go mad and decide to kill my neighbor, one of my existing weapons will do the job admirably.

I will not go down to my local gun store to purchase a new gun just for this purpose. A little thought will show that the background check for people who already own guns can serve no purpose other than pure harassment.

A final example of a worthless anti-crime law is the one-gun-a-month statute. This law was supposedly prompted by straw purchases. If straw-purchasers - defined as persons with no criminal record who buy guns to resell to criminals - are indeed a problem, then the state attorney general has not been doing his job. If I were to purchase, say, 12 handguns in May and another 12 in June, one would expect Bill Lockyer William Westwood "Bill" Lockyer (born May 8, 1941) is the current State Treasurer of California. Prior to this, he served as California's Attorney General and head of the Department of Justice for the U.S. state of California.  to inquire what I am doing with so many weapons. Evidently, he has not been inquiring when others make repeated straw purchases. Instead, he supported the ``one-gun-a-month'' law, apparently out of laziness - it is, after all, the failure of his office that necessitated it. Has anyone accused the attorney general of nonfeasance The intentional failure to perform a required duty or obligation.

Nonfeasance is a term used in Tort Law to describe inaction that allows or results in harm to a person or to property.

THE ENDURING BATTLE OVER GUNS in America seems endless. Perennial arguments for and against possession pit believers in them against each other. I have a modest proposal which could make both sides happy. Let's be serious about the Second Amendment and set up the required well-regulated militia and require membership by every adult American. Let us demand that every member carries visibly a functioning, loaded firearm anytime upon leaving his home. Let us impose strict penalties for violating the Second Amendment.

Those demanding national recognition of the people's rights guaranteed by this amendment will no doubt rejoice. Might it be possible that a far larger majority of the American people An American people may be:
  • any nation or ethnic group of the Americas
  • see Demographics of North America
  • see Demographics of South America
will find it necessary to call for changing or removing the Second Amendment? Whatever the outcome of this modest proposal, the situation could hardly be worse than it is already, except that we will have seen democracy in action.

EVERY TWO DAYS, the equivalent of a classroom of children dies by guns in this country. During the 20th century, more Americans died by guns on the streets than in all the foreign wars combined.

The state's new gun laws will make all Californians safer. They establish two basic safety standards Safety standards are standards designed to ensure the safety of products, activities or processes, etc. They may be advisory or compulsory and are normally laid down by an advisory or regulatory body that may be either voluntary or statutory.  for handguns: They ban guns that have the characteristics of assault weapons, and they prohibit the sale or transfer of ammunition magazines that hold more than 10 rounds. They require that guns are sold with child-safety locking devices, and they limit gun purchases to one a month to stop the buying of handguns in bulk, which are then resold to criminals and juveniles in the street.

FIRST, AS A BACKGROUND, let me say that I have been a practicing emergency physician for 25 years, I have been a flight surgeon with the Air Force and have been a member of a local law enforcement department's search and rescue medical team. I have been collecting guns since 1964 when my mother gave me my first rifle as a birthday present (I grew up in New York City New York City: see New York, city.
New York City

City (pop., 2000: 8,008,278), southeastern New York, at the mouth of the Hudson River. The largest city in the U.S.
).

A gun in itself is an inanimate object. It has no power or will to do anything except by who controls it. Banning certain types of guns for cosmetic reasons only will achieve nothing. Guns that are considered collectors or classic items and not requiring waiting periods can do as much if not more damage as a ``cosmetic assault weapon.'' Banning gun ownership will achieve nothing. Those who want them will get them and use them to whatever end they intend to achieve.

Gun control advocates cite examples of Great Britain Great Britain, officially United Kingdom of Great Britain and Northern Ireland, constitutional monarchy (2005 est. pop. 60,441,000), 94,226 sq mi (244,044 sq km), on the British Isles, off W Europe. The country is often referred to simply as Britain. , Australia, Canada as good examples of gun control. However, look at those societies, they are in general more placid and respectful than ours. Switzerland and Israel have mandatory gun-ownership (fully automatic assault weapons - a true assault weapon - not a cosmetic definition) and minimal nonprotective firearm violence - again look at the society. We need to look at the whole picture and not focus on the instrument, but the cure. Let's look at the root problems in our society that make people go out and kill and injure. I am a member of the NRA, but I do not agree with all it stands for.

Somehow there has to be a way to achieve the goal of getting people who should not have guns to not gain access to them while at the same time protecting the rights of those who have every right to possess and use them legally without fear the government will come in and take from them.

I WOULD APPRECIATE IT if the Daily News would print, in full, the Second Amendment to the United States Constitution. Perhaps I do not read very well, however, the pamphlet I have titled ``The Constitution of the United States'' says, ``Second Amendment - A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear arms, shall not be infringed.''

It seems to me that the states have a National Guard, which is the militia and has all the weapons necessary for the security of the State. They certainly did when I entered World War II with the California Coast Guard, again the Korean War Korean War, conflict between Communist and non-Communist forces in Korea from June 25, 1950, to July 27, 1953. At the end of World War II, Korea was divided at the 38th parallel into Soviet (North Korean) and U.S. (South Korean) zones of occupation.  and during some riots in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. , after I had retired.

Today, it does not seem necessary to have a gun for hunting, since meat and fowl are easily available and civilized people would no longer consider sport a reason.

NOW THE POLITICIANS WANT to register guns to track criminals. So, let's follow their logic to its conclusion. We have a population of 33 million in California. Reasonable estimates say that 25 percent own firearms (8,250,000). Data from Canada and Australia indicate that only 20 percent of gun owners will comply with these new laws (1,650,000). This means that these laws will create 6.6 million felons. What are we going to do with all of these criminals?

The entire prison population of the entire United States is less than 2 million. Are we going to triple the prison population with the stroke of pen? If a gun owner faces certain jail time when stopped by police for any reason, what will their reaction be? I dare to predict a huge increase on crime if these laws are reimplemented. But that is nothing new, for this has been the reaction to virtually every new anti-gun law. Pass a law, crime goes up.
