The design concept, which will go before the City Council next month for consideration, will serve as the basis for an environmental impact report and a specific plan -- a planning guideline for the property. City officials are trying to create a shopping center that will be cutting-edge in terms of design and become a destination and gathering place for residents. ``We do need to shoot high to get class-act things here in our valley,'' Planning Commissioner Mary Faux said. The design concept emerged after a series of meetings with those with interest in the site, a pair of public meetings and a couple of Planning Commission meetings. ``We had about a thousand people involved in the process,'' said Mayor Henry Hearns. Hearns, who sat in on the Planning Commission meetings at which the design concept was tweaked, said it appears that the commission and the City Council are ``on the same page'' in terms of the features the center should have. The design concept features more than 775,000 square feet of shopping space, two locations for hotels, a main central plaza for community gatherings and a secondary plaza on the eastern end. The main plaza will have two-story buildings on its north and south with retail shops on the bottom levels and office space above. Having the plaza bordered by two-story buildings will give it a sense of enclosure, provide some protection from weather and provide more activity for the center.
