Bosa Development Corp. got preliminary approval from the Glendale Redevelopment Agency, which is made up of the City Council members, in January 2004 to move forward with the project to build 135 condos on the site at Brand Boulevard and Wilson Avenue.

But the company had been seeking exceptions to the zoning code for the project. In August, it terminated its escrow agreement Escrow Agreement

 with the lot's owner after city officials told Bosa the council no longer supported the project, said Richard Weir, vice president of real estate acquisition for the company.

``We had been led to believe that the council supported the project and was supportive of the proposed variances, and we were very surprised when we were told that there was no longer support,'' Weir said.

City Councilman Bob Yousefian has been critical of city officials in the wake of Bosa's withdrawal of the project, arguing that the council members should have been approached about any problems.

Meanwhile, the weekly farmers market is moving from the vacant lot at Wilson and Brand to the 300 block of North Brand because of ongoing construction along the boulevard. The market was in the lot since May, and Thursday will be its first day at the new location.

This is the third move for the farmers market since work on upgrading Brand began in April, and it will probably need to move again because of the project.

``It continues to do very well,'' said Dave Ahern, economic development manager. ``It's very popular with the area residents and especially with the employees in the office towers in the downtown.''

City officials said they want more housing downtown to give the area more life. Bosa's 19-story luxury condo project would have 8,500 square feet of retail on the bottom, and Yousefian said the project would generate $1 million a year in tax revenue for the city.

But not everyone on the City Council is happy with the proposed project. Mayor Rafi Manoukian Rafi Manoukian is a former member of the city council in Glendale, California. He was recently notified that he has been selected by the Board of Directors and the Selection Committee of the National Ethnic Coalition of Organizations (NECO) as a recipient of the 2006 Ellis Island  said the building would be too tall and have too many occupants, and that the city should do studies and adopt a zoning plan for the downtown before it approves major projects such as the Bosa condos.

 manner without really knowing what the impact will be,'' Manoukian said.

While city officials have been criticized for the project's falling into limbo, Manoukian also said Bosa made some errors in judgment.

``Just because the mayor doesn't meet with you, doesn't mean the whole council is not in support of the project,'' he said.

The variances Bosa was seeking for the project included regulations on building height, setbacks from the street and density. Bosa will find out within two months if it can re-acquire the land. If it does, the project moves on to future approval stages, including an environmental review, before the council can give final approval.

``I think that ... there's still interest in the project, and if they're still interested in doing it, then I would like to bring them back and have the project move forward,'' said Philip Lanzafame, director of development services.
