Sacramento (săkrəmĕn`tō), city (1990 pop. 369,365), state capital and seat of Sacramento co., central Calif. Bureau SACRAMENTO - Opponents of Proposition 79 say it is based on programs that have been unsuccessful in other states and would set up a situation doomed for failure. The pharmaceutical industry - which backs Proposition 78, a competing measure on the ballot - argues that Proposition 79 would change the state's Medi-Cal Medi-Cal is the name of the Medicaid program in the State of California. It is jointly administered by the California State Department of Health Services and the Centers for Medicare and Medicaid Services (CMS), operating as a Medical Assistance Program under Title XIX of the program, which gets federal funds Federal Funds Funds deposited to regional Federal Reserve Banks by commercial banks, including funds in excess of reserve requirements. Notes: These non-interest bearing deposits are lent out at the Fed funds rate to other banks unable to meet overnight reserve , and so would require federal government approval. They say that because of that, Proposition 79 would never be implemented because the federal government has never approved a program whose participants earn up to 400 percent of the poverty level. Critics also say a Proposition 79 provision that would allow the state to stop purchasing drugs from certain companies that don't offer discounts could result in a delay of medications being made available to patients. John Kehoe of the California California (kăl'ĭfôr`nyə), most populous state in the United States, located in the Far West; bordered by Oregon (N), Nevada and, across the Colorado River, Arizona (E), Mexico (S), and the Pacific Ocean (W). Senior Advocates League said his group opposes Proposition 79 because of that leverage mechanism. ``The point of stress comes in what's called the hammer,'' Kehoe said. ``The hammer places Medi-Cal recipients at risk of having good pharmaceutical support because the drugs provided for them would be held up unless the pharmaceutical companies comply with the program. I don't think that's correct.'' The pharmaceutical industry has amassed more than $80 million for its dual Yes on 78/No on 79 campaigns. So far, polls have shown neither measure likely to win in November, although the pharmaceutical industry's Proposition 78 is slightly leading. A recent Field Poll found 49 percent of likely voters support Proposition 78, with 31 percent opposed - while 42 percent supported Proposition 79, with 34 percent opposed.
