Since 2004, when voters approved the Measure C-4 bond issue to provide $145 million for renovating campuses in the district, building costs have increased substantially, said Michael McCaffrey, chairman of the Independent Citizens Oversight Committee. ``Our most current data shows building costs are running 10 (percent) to 20 percent higher than originally anticipated,'' he said. ``If these increases continue, it will make it impossible to complete all the renovations and upgrades that were planned unless other funding sources are found.'' Before voters approved Measure C-4, they were given a detailed list of projects that had been developed with advice from parents, teachers and others with a stake in the district. The projects included repairing and upgrading roofs, plumbing, heating and air conditioning air conditioning, mechanical process for controlling the humidity, temperature, cleanliness, and circulation of air in buildings and rooms.
