A developer proposing to build a 264-unit housing complex for low-income seniors could provide the largest project for the aging in Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  if the city approves it.

The project, still in the early planning stages, would require a zone change and General Plan amendment because the property is designated for residential suburban use - not high-density residential, said Jennifer Reid, associate planner with the city.

 Larkin, the development company, said he also plans to ask the city to waive To intentionally or voluntarily relinquish a known right or engage in conduct warranting an inference that a right has been surrendered.

For example, an individual is said to waive the right to bring a tort action when he or she renounces the remedy provided by law for such
 development fees to keep the cost of the project - and rents - low.

``We're trying to get the rents as low as we can,'' Swimmer said. ``We've talked with Brad Berens (with the Committee on Aging), and he's said that rents need to be at a certain level because he knows seniors who have set incomes and can't afford rents any higher.''

 Canyon Road south of Festividad Drive, Reid said. The draft document should be complete by December.

The council also will consider several other items regarding the project, Reid said. For example, a study will be conducted to evaluate whether the city needs more senior housing and affordable senior housing, she said.

The council probably will consider the details of the project in March 1998, she said.

``The council wants to make sure there is a need,'' Reid said. ``A consultant will do a market rate analysis before they consider the project.''
