Police participating in a nationwide crackdown on motorists who fail to restrain their children in safety seats say spotting the scofflaws is the easy part.

The real challenge is getting parents to understand the danger those children face in a crash, he said.

More than half of children killed in car crashes each year are not restrained and 26 percent were not in age- or size-appropriate safety seats but were buckled in with an adult seat belt, said Harvey, citing federal statistics.

To reinforce the importance of these seats, this week has been designated for the America Buckles Up Children program, an enforcement and educational effort sponsored by the National Safety Council's Airbag & Seatbelt Safety Campaign.

The campaign was timed to coincide with the Thanksgiving holiday, one of the busiest travel times of the year for Americans.

The emphasis is on enforcement as police agencies across the nation concentrate on laws related to child safety seats.

In a related effort during the Memorial Day weekend, officers across the country went after adults who did not wear seat belts. Organizers said the campaign contributed to a one-third drop in the number of traffic fatalities over the weekend, compared with the same period in 1997, Harvey said.
