PROCTER & GAMBLE NAMED CORPORATE SPONSOR, ARTZT NAMED CHAIRMAN OF '92
 NATIONAL QUALITY MONTH CAMPAIGN
 MILWAUKEE, Dec. 20 /PRNewswire/ -- Edwin L. Artzt, chairman of the board and chief executive of The Procter & Gamble Company, will serve as chairman of the 1992 National Quality Month campaign. Procter & Gamble will serve as corporate sponsor. The annual campaign, sponsored by the American Society for Quality Control (ASQC), emphasizes quality improvement and leadership practiced by businesses worldwide.
 ASQC's program was launched in 1984 with a joint resolution of Congress and a presidental proclamation designating October as National Quality Month. The original resolution was reaffirmed in 1989 by the U.S. Congress and President Bush. The 1992 theme, "Quality '92" will emphasize the discovery, leadership and innovative quality strategies practiced by businesses across the globe.
 In describing P&G's continuing commitment to total quality, Artzt said, "We compete daily in more than 100 countries around the world with all the very best companies in the consumer products industry. Quality is the key to gaining a competitive edge and competitive edge is a key to the success in the world marketplace."
 One of the many areas P&G is addressing with its total quality management and improvement approach is environmental quality. According to Artzt, leadership in environmental quality is a priority in P&G's efforts to find resolutions to the world's solid waste problems. "Our proactive environmental policy has a positive impact on the way we formulate and package our products, and the way we operate our offices and plants," said Artzt.
 Artzt joined P&G's advertising organization in 1953, and was promoted to advertising manager of the Paper Division in 1965. He was appointed to executive positions with various P&G divisions. Artzt served on the company's board of directors from 1972-75 and then moved to Brussels to assume responsibility for P&G's European operations from 1975-80. He was re-elected to the board in 1980 after his return to the United States. He was elected vice chairman of the board and president of Procter & Gamble International in 1984. Artzt was named chairman of the board and chief exectuive in January 1990.
 As chairman of the NQM campaign, Artzt will also give the keynote address at The Quality Forum VIII which will be held Oct. 1, 1992 in New York City. The Forum is an annual meeting of some of the best strategic minds in business and industry. It is broadcast via satellite to more than 1700 locations.
