PRESIDENT'S FIRST REGIONAL ENVIRONMENTAL APPOINTEE STARTS POST

 SAN FRANCISCO, Oct. 4 /PRNewswire/ -- Felicia A. Marcus, President Clinton's appointment to head the U.S. Environmental Protection Agency's (U.S. EPA) western regional office, today assumed her post.
 U.S. EPA Administrator Carol M. Browner said, "Ms. Marcus is an excellent addition to the Clinton administration's environmental team. Her entire professional career has been devoted to bringing together diverse coalitions to improve the environment in Southern California. I'm delighted that she now has the opportunity to work throughout the West."
 As regional administrator, Marcus is responsible for overseeing the Agency's operations in Region 9 which includes the states of Arizona, California, Hawaii and Nevada and the Pacific islands.
 Prior to joining U.S. EPA, Marcus was the president of the Board of Public Works for the City of Los Angeles. Before she assumed that post in 1991, she served as a commissioner of the board. Previously, Marcus was the director of litigation for Public Counsel, a public interest law firm, and an associate at the law firm of Munger, Tolles & Olson and at the Center for Law in the Public Interest.
 She has received many awards for her public service and environmental work including: the Los Angeles Chapter of the American Society for Public Administration's Earl Warren award; the Anti- Defamation League-Pacific Southwest Division's 1992 Civic Commitment Award for community leadership and dedication to the environment and social justice; and LA Magazine's Environmental Pride-Publisher's Award.
 Marcus received her juris doctorate from the New York University School of Law and her bachelor's degree in East Asian studies from Harvard College.
