, 37, groomed both girls on a homework chatroom used by his daughter. He travelled from London to Johnstone, Renfrewshire, to snare snare (snar) a wire loop for removing polyps and tumors by encircling them at the base and closing the loop.

He was arrested after his partner Irene Norman contacted the girl's parents. But he raped the second girl, also 13, weeks after being freed on bail by Paisley Sheriff Court. Moore demanded not to be detained under Human Rights legislation.

Irene, 36, said last night: 'I cannot believe he got bail.

'As soon as he was free, he was scrabbling around trying to get his hands on another PC and then did exactly the same thing again.' And the 34-year-old mother of his Scottish victim said: 'I feel lucky my daughter escaped alive but angry that this man stole her innocence.

'That he went on to commit an almost identical offence while out on bail for abusing my daughter just beggars belief.'

Moore, branded a 'dangerous sexual predator', built a shelter in Johnstone's Rannoch Woods so the first girl could visit him in secret.

The girl's mother was stunned to received a call from Irene, mother of three of Moore's four children, who had discovered explicit emails from him to the young Scot.

The mum immediately tried to get her 13-year-old to end the 'relationship'.

The girl's family thought the matter was at an end but Moore continued to contact the teenager on an almost daily basis.

He even lured her to a Glasgow hotel room to spend a night with him in April 2003.

Weeks later he set up home in a woodland shelter, a few hundred yards from the terraced home the girl shared with her family.

Chillingly, he then secured a council flat just yards away from her home and embarked on a secret five-month relationship with the teenager.

Moore warned the girl he would kill her parents if she told them about him.

After being charged with the Scottish offences and freed on bail, Moore immediately started grooming another teenager, who ran off to meet him in London in October 2003.

Emails on the teenager's computer led police to Moore's address, where they found her lying naked in bed. He was later convicted of raping the girl.

Last night, wife Irene said: 'He changed from a family man to a monster but it must have always been in him.

'He became hooked on the internet after we got a PC to help with the children's homework.

'My daughter used a children's chatroom, Habbo Hotel, and he started using it.

'I intercepted a text message and got the girl's number. Eventually I got her mum, who told me her daughter was a 13-year--old girl. I just felt sick and angry and made him move out the next day.'

Irene added: 'What is to stop him doing the same thing again when he gets out? I don't think he will ever stop.'

The officer in charge of the second case, Detective Constable Angie Elvin, of Humberside CID Cid or Cid Campeador (sĭd, Span. thēth kämpāäthōr`) [Span.,=lord conqueror], d. 1099, Spanish soldier and national hero, whose real name was Rodrigo (or Ruy) Díaz de Vivar. , last night questioned why Moore had ever been released on bail.

But he was able to tell Paisley Sheriff Court he had no previous convictions - despite the fact he is now serving six years for the English offences in London's Pentonville Prison.

His claim was legally sound because the Scottish attack pre-dated the English one.

Moore, now on the Sexual Offenders Register, will be sentenced on April 8.

Last week, the Sunday Mail told how Patrick Docherty, who tortured and killed 91-year-old Margaret Irvine in Galston, Ayrshire, was freed on bail to commit more crimes.

A Scottish Executive spokesman refused to comment on an individual case but added: 'Ministers have made it clear that they recognise the real and genuine concerns of the public in relation to offending on bail.

'That's why Scotland's new Sentencing Commission was asked to look at bail and remand To send back.

A higher court may remand a case to a lower court so that the lower court will take a certain action ordered by the higher court. A prisoner who is remanded into custody is sent back to prison subsequent to a Preliminary Hearing before a tribunal or magistrate

The number of serious crimes committed by people on bail soared by 2502 last year.

Across Scotland offences committed by people on bail - including murder, rape and robbery - rose by 66 per cent to 6269.
