POWER STRUGGLE DELAYS COUNCIL VOTE.

Faced with dire warnings from several top officials, the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  on Tuesday put off deciding whether the city will sell an aging power plant in Nevada to build newer, cleaner ones locally.

``We have to give the naysayers the chance to crunch the numbers,'' said Councilman Hal Bernson Hal Bernson served as Los Angeles City Councilman for the 12th district. He was chair of the Transportation Committee. Prior to being on the City Council, he served in the Navy.

The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  Bill Fujioka and City Controller Rick Tuttle opposed the sale, recommending that the city continue to profit by selling the plant's power at a premium during the energy crisis and borrow to build new plants.

But council members indicated they likely will support the sale although they agreed to seek more information about the possible effects upon electricity rates and the city's ability to provide power.

The council is to vote next week on whether the Department of Water and Power will sell the coal-burning Mojave Desert power plant for $265 million to private utilities that have set a Sept. 1 deadline for the deal.

 would use the money to help upgrade and rebuild generating stations in the Los Angeles Basin The Los Angeles Basin is the coastal sediment-filled plain located between the peninsular and transverse ranges in southern California in the United States containing the central part of the city of Los Angeles as well as its southern and southeastern suburbs (both in Los Angeles , including one in Sun Valley, without accruing debt and derailing a efforts to dig the once-beleaguered department entirely out of debt by 2003 while lowering rates.

``We need the cash from the Mojave sale to finance the beginning of our expansion plan,'' Freeman said. ``We should be considered a source of pride and success in this city and we can be for you with this plan to advance the program.''

Environmentalists, local labor representatives and business groups encouraged the council to sell the plant, which has been under fire for polluting.

But opponents warned the council to use caution in light of a current statewide energy crisis and troubles that deregulation Deregulation
