The big City Hall debate isn't over a new ordinance, a controversial building code or misappropriated mis·ap·pro·pri·ate

funds, but a 14-year-old, tailless black cat named Shady.

The female feline wandered into City Hall about 11 years ago and has made her home there ever since. City employees contribute to a kitty for food. Now Valorie Morrison, chairwoman of the city's arts commission, wants her out.

No sour puss here: She says the cat is ridden with fleas and her smelly litter box A litter box, sometimes called a "sandbox", "sand box", "litter tray", "litter pan", "catbox", or "cat box" is an indoor feces and urine disposal box for cats (as well as rabbits and other pets that naturally or through training will make use of such a repository) that are  makes meetings a mess.

``When you sit by a filthy, dirty litter box trying to carry on a meeting, it does seem a bit strange to me,'' said Morrison, who is allergic to cats. ``I would not allow that in my home.''

Shady was the first cat to be licensed in this Ventura County city. Her name tag lists the phone number of Tamah Figg, the city's code compliance manager, and City Hall as her address.

``You can't have a meeting without Shady,'' Mayor Jonathan Sharkey said. ``I sometimes wonder if she's not a reincarnated city manager.''

The cat is given free shots and examinations by a local veterinarian veterinarian /vet·er·i·nar·i·an/ (vet?er-i-nar´e-an) a person trained and authorized to practice veterinary medicine and surgery; a doctor of veterinary medicine.
