POLICE SEEK BUS COMMAND CENTER.

GLENDALE - When police responded last month to a hostage hostage, person held by another as a guarantee that certain actions or promises will or will not be carried out. During periods of internal turmoil, insurgents often seize hostages; recent examples include seizures of Americans and other foreigners by militants in  situation, authorities took over a local business to use as their command post.

But with the proposed purchase of a mobile command post - a $235,000 bus outfitted with the latest technology and communications equipment - police officers hope to cause minimal disruption disruption /dis·rup·tion/ (dis-rup´shun) a morphologic defect resulting from the extrinsic breakdown of, or interference with, a developmental process.  and work more efficiently during major crises.

``Basically, it is a mobile command center The Mobile Command Center, or MCC for short, is a fictional vehicle from , a series of military-themed toys from Hasbro. It is part of the 1987 edition of the toyline. It is the mobile land base of the G.I. Joe Team.  we can take anywhere in the city when we have a major event or disaster or investigation,'' Sgt. Rick Young said.

At tonight's City Council meeting, the Police Department will ask for authorization to buy the mobile command post from Escondido-based Mattman Co.

Mattman is preferred over Wisconsin-based Lynch Diversified diversified (di·verˑ·s  Vehicles Co., the other vendor of its kind in the country, a staff report said, because it is closer to Glendale, making inspections easier during assembly.

In addition to the $235,000 cost of the 34-foot-long bus, police have set aside $60,000 to buy additional equipment for the vehicle. Funding for the project comes from state and federal grants.

The mobile command post will be able to accommodate two call-takers, two dispatchers, an incident commander and about six support staff. It will be equipped to receive 911 calls, dispatch patrol units and maintain communications through phone and satellite technologies.

``In essence, it will mirror the functions and capabilities now available in the Operations Center The facility or location on an installation, base, or facility used by the commander to command, control, and coordinate all crisis activities. See also base defense operations center; command center.  of the Police Department,'' the report said. ``The command post will be a back-up to the Emergency Operations Center The Emergency Operations Center, or EOC, is a central command and control facility responsible for carrying out the principles of emergency preparedness and emergency management, or disaster management functions at a strategic level in an emergency situation, and ensuring  currently located in the City Hall basement.''

During nonemergency situations, it may also be deployed as a community police substation in areas where higher police visibility is needed.
