CYBER-SPEECH DEBATE: One day after it became law, a provision restricting smut smut, name for an order of parasitic fungi (Ustilaginales) and the various diseases of plants caused by them. Smuts produce sootlike masses of spores on the host.  on computer networks faced a challenge Friday from a senator determined to repeal it. Sen. Patrick Leahy, D-Vt., said the provision, contained in a sweeping telecommunications law, violates computer users' free speech rights and would cripple the growth of on-line communications. The measure for the first time outlaws the transmission of indecent and other sexually explicit materials to minors. As Clinton signed the telecommunications bill Thursday, the American Civil Liberties Union American Civil Liberties Union (ACLU), nonpartisan organization devoted to the preservation and extension of the basic rights set forth in the U.S. Constitution.  and 19 other groups filed a lawsuit in U.S. District Court in Philadelphia, challenging the anti-indecency provision. Leahy turned his own home page black in protest of the provision.

 Inc. said a spell-checking dictionary that hadn't been edited for children was installed in its Tiger Power Pack PC toy. "It was a mistake. We apologize for the inconvenience, and we want to rectify the situation as soon as we can," Tiger spokesman Marc Rosenberg told the Associated Press Associated Press: see news agency.

Pat Gillian and his wife June of Martinsburg, W.Va., discovered the problem when their 9-year-old daughter was spelling a word that began with the letter "f" and the spell-checker suggested an expletive. Owners of the computer with the offensive spell-checker can exchange it for a revamped version in March, Rosenberg said.
