PLANT UPGRADES PROPOSED CITIES SEEK STATE HELP IN BOOSTING GENERATOR CAPACITY.

PASADENA - City utility officials, sensing opportunity in California's power crunch, have teamed with Burbank and Glendale to seek state funding for costly upgrades to their electrical plants.

Their idea is that utilities could produce more electricity, some of which is then supplied to the state's power grid, and could generate it more cleanly clean·ly

``Our facilities are old and technologically less efficient in converting (natural) gas to electricity,'' said Jay Panzica, interim general manager of Pasadena Water and Power.

``We're looking to see if we can come up with a joint proposal to repower our facilities ... put in better ones that are smaller and cleaner and more efficient,'' Panzica said.

``We'll be large enough to make a difference to the supply of power to the California grid,'' Panzica said.

But upgrading the plants wouldn't affect the current power crisis. It would take about four years to complete, said Ron Davis, general manager of Burbank Water and Power.

Burbank has seven turbine generators at its power plant. ``They're all small and they're all old. They're all 30 to 40 years old,'' Davis said.

The price of a new 250-megawatt generator - the standard size - is about $180 million, Davis said. He described that type of generator as the ``most durable, efficient technology'' available.

Davis said the modern turbines can produce electricity with 90 percent fewer emissions of nitrous oxide nitrous oxide or nitrogen (I) oxide, chemical compound, N2O, a colorless gas with a sweetish taste and odor.
