PLANNING BOARD SELECTION DIVIDES LANCASTER COUNCIL.

 in a split vote that showed the continuing division among the City Council.

Sileo, nominated by new Councilman Jim Jeffra, was confirmed to the commission on a 3-2 vote Monday night, with council members Deborah Shelton Deborah Shelton (born November 21, 1948) is an American beauty queen and actress.

Shelton first won the Miss Virginia USA title and was subsequently crowned Miss USA in May 1970.

``I've known him for a while. He's a common-sense person,'' Jeffra said. ``I'll match his resume with previous commissioners or with people on the commission now.''

Sileo, 33, is the son of Pat Sileo, who recently worked on Jeffra's election campaign and was treasurer of Shelton's 1992 council campaign.

Shelton said she believes that Pat Sileo initiated the investigation that led to embezzlement embezzlement, wrongful use, for one's own selfish ends, of the property of another when that property has been legally entrusted to one. Such an act was not larceny at common law because larceny was committed only when property was acquired by a "felonious taking," i.  charges against Shelton's husband, Tom. ``Jeffra could have appointed a less-controversial person,'' Shelton said.

Jeffra said he was not going to address the situation between the Sileos and the Sheltons.

``I had the right to make a selection. That selection stands,'' Jeffra said. ``I could have picked God and somebody would have bitched.''

Singer said Sileo's resume lacks civic involvement and experience.

``I looked at his resume and didn't see anything that pertained to the job,'' Singer said. ``I haven't seen anything pertaining to planning. He hasn't been active in the community.''

``Mrs. Shelton and I have known each other for a number of years. Deborah and I have had a cordial relationship,'' Sileo said. ``I believe Deborah is a big enough person that she can judge me on who I am rather than by who I share a last name with.''
