PLAN HAS ANGLERS REELING : PRIVATIZATION OF CASTAIC LAGOON WOULD DOUBLE LAKE'S ENTRANCE FEE.

Byline: Lisa Van Proyen Daily News Staff Writer

A large, well-worn floor mat at Castaic Lake Castaic Lake is a lake on Castaic Creek formed by Castaic Dam, in northwestern Los Angeles County, California, near the town of Castaic. The 323,700 acre foot lake (399,000,000 m³) is the terminus of the West Branch of the California Aqueduct, though some comes from the 154 mi²  Recreation Area's main office greets visitors with the words: ``Parks Are For People.'' But many anglers at the lake Sunday doubted the county's hospitality.

By now, most of the regulars have heard the proposal: Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County supervisors on Tuesday plan to consider entering into a 10-year agreement with a private company to operate a portion of currently county-run lake facilities.

If approved, the Anaheim-based concessionaire, Outdoor Safaris International, intends to at least double fees at the park's entrance to the lower lagoon lagoon

Those who currently park outside the gate and walk in for free also would have to pay $12, Steve Miller The name Steve Miller might refer to:

Control is passed from one layer to the next, starting at the application layer in one station, proceeding to the  has pointed out that anglers would not need a $26.50 state fishing license if Castaic Lagoon is privately operated.

This is all in an attempt by the county to reel in more money from fishermen and other visitors in order to fund much-needed improvements to buildings, roads and play areas at the lake.

The agreement also would entitle en·ti·tle

Most people fishing Sunday said they would not be able to afford the increased fees and would go elsewhere.

``I think if it goes to $12, they're going to lose a lot of customers,'' said Antelope Valley This article is about the Los Angeles County region. For the census-designated place in Wyoming, see Antelope Valley-Crestview, Wyoming.

Others said the low entrance fee is precisely what lures them to the tree-lined lake surrounded by plush green rolling hills Rolling hills are like a mountain chain, only a "hill chain" of hills that roll on and on continually. You will often find them in between plains and mountains, near major rivers, or randomly anywhere. The only places without rolling hills are deserts and flood plains. .

``Forget it. We'll go to a trout farm and fish there,'' said Kim Phillips of Saugus. ``Or the grocery store,'' her husband, Ken, added.

Another avid fisherman, Steve Glogow of Valencia, likened the privatization privatization: see nationalization.

``It's like a zoo, with hundreds of people lined up shoulder-to-shoulder. It's not a sport. It's like being in a supermarket and throwing a line out,'' said Glogow, a bass fisherman who comes to the lagoon each weekend with his 13-year-old son, Greg.

OSI officials were not available for comment Sunday.

With the extra fees, officials also hope to stock the lagoon with more fish, including substantially more trout and catfish catfish, common name applied to members of the freshwater fish families constituting the suborder Nematognathi. The catfish is related to the sucker and the minnow, and like them has a complex set of bones forming a sensitive hearing apparatus. .

Many anglers are concerned the new fish will impact existing fish populations in the lagoon, from which some of the largest bass have been caught.

``It's the best bass lake anywhere in the country. The world record could come out of this spot,'' said Glogow, who uses the catch-and-release technique for sporting, rather than eating the fish.

He estimates about 40 percent of the anglers release the fish back to the lagoon, making a natural habitat as the bass spawn To launch another program from the current program. The child program is spawned from the parent program.

``We work very hard at fishing. It's a sport. You work at it to get better and better through different techniques,'' Glogow said. ``They're fishing for food. It's like a supermarket. They've got so many trout planted in there - it's hard to not catch.''

However, the privatization idea generally has the support of some groups, including Friends of Castaic, an environmental caretaker of the lake. However, this group has expressed concern about large catfish raiding bass nurseries.
