PHP HEALTHCARE CORPORATION AND DELAWARE VALLEY HEALTH SERVICES SYSTEM
 MUTUALLY AGREE TO WITHDRAW CURRENT ARRANGEMENT
 ALEXANDRIA, Va., Dec. 4 /PRNewswire/ -- PHP Healthcare Corporation (NASDAQ-NMS: PHPH) and the Delaware Valley Health Services System (DVHSS) have mutually agreed to withdraw from their current arrangement, whereby PHP Healthcare served as the exclusive provider in developing a coordinated care health program in the Delaware Valley. Both parties agree that the services being provided under the program were progressing satisfactorily.
 Charles H. Robbins, chairman of PHP Healthcare, stated that the company was pleased to have assisted DVHSS in this new and innovative Tri-Service Initiative. However, under present legislative and DoD administrative policies that existed at the time of the consummation of the arrangement, it was not administratively feasible to accomplish the objectives of the coordinated care program.
 Robbins further commented that the new DoD Defense Appropriation Act will permit initiatives such as the one developed by DVHSS and PHP Healthcare to go forward and accomplish improved access, enhance quality with cost savings under coordinated care programs. PHP Healthcare intends to participate in these initiatives in the various service regions throughout the military medical system.
 This current action by PHP Healthcare and DVHSS will have no material effect on its revenues or earnings for this current fiscal year.
