Deborah S. McGee was promoted to partner at Arthur Andersen in Los Angeles. She will have expanded responsibilities for the firm's outsourcing practice. McGee was previously a senior manager with the firm.

Sean Fitzgerald was appointed office director of Ketchum Los Angeles. He will be responsible for client relations, new business and day-to-day operations at both the Los Angeles and Sacramento offices. Fitzgerald was previously vice president of corporate responsibility and global issues management for Mattel in El Segundo.

J. Michael Hateley was appointed corporate vice president of human resources and administration at Northrop Grumman in Los Angeles. Hateley was previously corporate vice president of personnel.

Banking & Finance

Roy'el Mengiste was appointed vice president and manager of the Beverlywood retail office of First Federal Bank of California. She will oversee sales and operations at the office. Mengiste was most recently vice president and senior commercial banking officer at California Bank & Trust.

John A. Schmid was appointed capital markets officer at Johnson Capital Group in Century City. He will specialize in structuring debt and equity and joint venture financing for large commercial real estate transactions. Schmid was most recently an account officer with ACI Capital in Encino.

Mary Beth Syal and John C. Siciliano were promoted to principals at Payden & Rygel in Los Angeles. Syal is responsible for both the municipal bond strategy group and the taxable client services group. She was previously managing director of municipal bond investments. Siciliano is president of Payden & Rygel Investment Group and will oversee business development. Siciliano was previously managing director of the executive committee.

Albert G. Horvath was named controller and associate vice president of finance at Caltech in Pasadena. He will be responsible for developing the annual operating budget, managing relationships with financial sponsors, and providing support to the trustees' budget and capital expenditures committee. Horvath was most recently controller at New York University.

Entertainment

Rick Finkelstein was promoted to president of Universal Pictures in Universal City. He will be responsible for managing worldwide business operations and will help with the transition of theatrical distribution operations from Universal Pictures International to United International Pictures. Finkelstein was previously senior vice president of corporate development and strategic planning for Universal Studios.

Gerry Kline was appointed interactive director at Viacom Consumer Products in Hollywood. He will oversee strategic planning, sales and promotions for the technology and interactive categories. Kline was previously director of licensing at AnotherUniverse.com in Virginia.

Janice Marinelli was promoted to president of Buena Vista Television in Burbank. She will oversee syndication and advertising sales, as well as pay-per-view and pay television operations. Marinelli was previously executive vice president of sales for the company.

Cliff O'Sullivan was appointed vice president of marketing and artist development at Universal Music and Video Distribution. He will be responsible for coordinating all artist development, merchandising and marketing activities. O'Sullivan was most recently vice president of marketing at RCA in New York. Also, Michael Gillespie was promoted to vice president of national sales. He will be responsible for retail and wholesale accounts and will oversee daily sales operations. Gillespie was previously senior director of national sales.

Tom Ruzicka was promoted to senior vice president of production at Universal Cartoon Studios in Universal City. He will be responsible for supervising all animation productions for television and direct-to-video. Ruzicka was previously vice president of production.

Arnold Taylor was appointed president and chief executive of Editing Technologies Corp. in Burbank. He will be responsible for new product development, marketing, and implementation of growth strategies. Taylor was previously president and chief executive of Cintel Ltd. in Valencia.

Michael Wakeman was named executive vice president of marketing at Pioneer Electronics in Long Beach. He will oversee marketing, advertising and public relations for the car and home electronics divisions. Wakeman was most recently vice president of marketing for communities.com in Cupertino.

John Dwyer was appointed partner at Seyfarth, Shaw, Fairweather & Geraldson in Los Angeles. He specializes in defending corporate and construction clients in complex litigation matters. Dwyer was previously with Bowman & Brooke in Torrance.

David Ulich was named business and tax partner at the corporate and tax departments at Sheppard, Mullin, Richter & Hampton in Los Angeles. He specializes in corporate reorganizations. Ulich was previously a partner at Rosenfeld, Meyer & Susman in Beverly Hills.

Alonzo Wickers IV was named partner at Davis Wright Tremaine in Los Angeles. He concentrates his practice in media and communications law, representing publishers, television news organizations, authors and journalists.

Janice Arouh was appointed vicepresident of affiliate sales for Fox Family Channel. She will oversee sales and national account distribution efforts for the Western region of the company. Arouh was previously vice president of affiliate sales at TV Guide.

Angela Morton was promoted to executive vice president of on-air presentation and network development for Fox Sports Net. She will be responsible for strategic broadcast. planning, visual presentation and technical support for programming. Morton was previously vice-president of on-air presentation.

Robert Washburn was promoted to executive vice president and group publishing director at Weider Publications in Woodland Hills. He will be responsible for advertising sales, marketing and promotion efforts. Washburn was most recently senior vice president and group publishing director of titles. Also, Ali Rashid was promoted to executive vice president of operations. He will oversee budgeting and planning, information technology, production and manufacturing, sales and human resources. Rashid was most recently senior vice president of operations.

New Media

Sterling Champ was appointed vice president of marketing and business development at PropertyFirst.com in Alhambra. He will be responsible for the launch and ongoing revenues of the "for lease" product line. Champ was most recently a commercial broker at CB Richard Ellis.

Victoria Piper was named vice president and chief information officer for DVD Express in Los Angeles. She will be responsible for applications development, Web page production, data mining, technical support and telecommunications. Piper was previously director of market development and information systems for U.S. Sales Corp.

Jinbin Bacon was appointed project director for the San Gabriel Valley Women's Business Center. She will oversee daily operations and all entrepreneurial assistance efforts. Bacon was previously vice president at AmWin Investment Inc. in Los Angeles.

Margaret Anne Kean was named executive director of the Wellness Community, a Pasadena agency providing support programs for cancer patients. She will be responsible for daily operations and fund raising. Kean was previously associate director of major gifts at Pomona College.

Nicholas Vrataric was named executive director of Clare Foundation in Santa Monica. He will oversee 14 programs providing recovery services and education about addiction.

Telecommunications

Kathleen Smith was appointed vice president of sales for the Los Angeles region of Allegiance Telecom. She will be responsible for managing sales to small- and medium-sized businesses. Smith was previously vice president and general manager of Winstar's Los Angeles office.
