 PCCA REJECTS BIDS ON TRAIN SHED/READING TERMINAL MARKET
 PHILADELPHIA, Dec. 18 /PRNewswire/ -- On Dec. 13, 1991, three


general contractors bid on the second major construction phase of the Pennsylvania Convention Center.
 This phase includes the renovation of the historic train shed and Reading Terminal Market. Construction of the new center's 1 million- square-foot exhibit hall building has been underway since January 1990 and is on schedule for completion in May 1993.
 After a preliminary comparison of the overall bids and alternates within the bids, it is clear that all three are higher than the Pennsylvania Convention Center Authority (PCCA) estimates, it said. All of the differences have been identified and are currently being evaluated.
 The construction manager, consultants and the PCCA staff are now proceeding to fully quantify the differences between the authority's estimate and the actual bids. The general contractors have been cooperating in this effort.
 This phase of the project will be re-bid. This process is not unusual on major construction projects, particularly one of this magnitude and complexity, the authority said.
 The current phase of the Convention Center is the most difficult of all, due to a host of unique design features. When completed, the train shed and restored century-old market will distinguish the new center from any other. In the interim, however, the logistics of proceeding with construction while maintaining an open market and the historical nature are especially challenging, the authority said.
 The maintenance of good humor throughout these challenging times was apparent in the exclamation of PCCA Board Chairman Willard Rouse III: "One mistake we will not repeat is to bid the job on Friday the 13th!"
