PARTY LINES : A GLOWING SEND-OFF FOR MR. RODEO DRIVE.Byline: Barbara De Witt Fred Hayman has promoted Rodeo Drive and Beverly Hills for 30 years, and the city paid him a stylish tribute last week with a retirement party at the Beverly Hills Civic Center Plaza. After all these years, the legendary retailer - who attracted international celebrities to his glitzy store (originally Giorgio, then renamed Fred Hayman) on Rodeo Drive, inspired Judith Krantz to write the best-selling novel ``Scruples,'' coordinates the fashions on Oscar night and helped found the Rodeo Drive Committee 25 years ago - has closed up shop. To prove he'll be missed, 350 friends from the community gathered to toast him with Moet champagne and sing ``Hello, Freddy,'' a specially written version of the show tune ``Hello, Dolly.'' His friend Merv Griffin played master of ceremonies for the gala that included entertainment by the L.A. Opera, Paradise Gospel Church Choir, Mariachi Express and the Little Big Band.
