PARK DEDICATED AT SITE OF FORMER SERVICE STATION AREA IMPROVEMENT PROJECTS TO CONTINUE.

THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - The $378,000 Heritage Park was dedicated Thursday at Thousand Oaks Boulevard and Moody Court, a former gas station site that now features landscaping and a waterfall.

City officials, residents and business owners were on hand to formally open triangular park, where visitors can sit on benches and enjoy the oaks, native shrubs and cascading waterfall.

``It's not your traditional park because it's limited by size,'' Deputy City Manager Scott Mitnick said. ``It's there for aesthetics, as well as for park use.

``This will prime the pump to get businesses around there to do improvements to their facilities,'' he said.

The city purchased the land in 1998 for $110,000, using a federal Community Development Block Grant. The park is the first phase of the city's long-term plan to revitalize a four-mile stretch of Thousand Oaks Boulevard from Moorpark Road to Duesenberg Drive. Plans call for decorative streetscape street·scape

``It's just an example of what is going to come, a small example,'' Mitnick said.

Other projects planed on the thoroughfare include a private venture, Gardens of the World, and the development of the east side parcel of the Civic Arts Plaza with restaurants, shops, cinemas, an outdoor ice skating ice skating, gliding along an ice surface on keellike runners known as ice skates. Public sessions have been scheduled to bring the public up to date on the revitalization effort and the development of the east side parcel. The meetings are scheduled for:
