PARENTS WIN FIGHT FOR BRIDGE.

Plans for a footbridge over the Arroyo Simi to link central Moorpark with Mountain Meadows Mountain Meadows, small valley in extreme SW Utah, where in 1857 a party of some 140 emigrants bound for California were massacred. The Moorpark City Council awarded a contract for the bridge this month. Officials expect construction to begin in January and be completed this summer.

Moorpark Mayor Pat Hunter credited the tenacity of Laura and Dan Burchfield, Joel's parents, for moving the project forward.

Since their son's death, the Burchfields have confronted all five City Council members about the slow pace of building the bridge. The couple has made dozens of follow-up calls and has faxed letters to executives for Southern California Edison Southern California Edison (or SCE Corp), the largest subsidiary of Edison International (NYSE: EIX), is the primary electricity supply company for much of Southern California. It provides 11 million people with electricity.  Co. and the Ventura County Flood Control District.

``(Building) the bridge next year is due in large part to the commitment of the Burchfield family to seeing the project come through,'' Hunter said. ``They are really the ones responsible. The city owes a large amount of appreciation to the Burchfields for their aggressiveness. I admire them. They're really special people.''

The $600,000 bridge has been designed for bicyclists, pedestrians and horses. It will also accommodate emergency vehicles but will not be open to through traffic.

The bridge will be built with a small neighborhood park planned for the end of Liberty Bell Road, near the Villa Campesina neighborhood, officials said.

Earlier this month, city officials turned down a Westlake Village company's offer of a $300,000 temporary bridge. The time needed to dismantle dis·man·tle

, volunteers from the Moorpark Police Resource Center - who are already trained in emergency response - are teaming with volunteers from the community and local organizations to prevent children from crossing the creek to and from school, said Moorpark police Capt. Mike Lewis.

The volunteers will guard the arroyo until a permanent bridge is built.

When the bridge is done, Laura Burchfield will know her family's efforts weren't for nothing.

``This bridge will hopefully make a difference in other people's lives,'' she said. ``But it's unfortunate that we had to lose our child to make that difference.''
