PANEL WEIGHS LIMITS ON MUNICIPAL WORK.

BURBANK - The City Council tonight will consider a law that would prohibit council members from taking municipal jobs in Burbank within a year of the ending of their terms.

A city staff report says the proposed regulation would avert the appearance of impropriety among its public officials.

``The current council doesn't believe it's correct policy for someone to use the time served time served n. the period a criminal defendant has been in jail, often while awaiting bail or awaiting trial. Often a judge will give a defendant "credit for time served," particularly when sentencing for misdemeanors. Example: Johnny Jumpstart was arrested for drunk driving and spent the night in jail before he was released on his own recognizance. on the council as a springboard into other city positions,'' said City Manager Robert ``Bud'' Ovrom, adding that a similar law exists in Glendale.

The city's current policy allows elected officials to accept other jobs at City Hall. Former Mayor Bob Kramer resigned earlier this year when Ovrom hired him as the city's ombudsman, and Judie Sarquiz quit her job as city clerk to take an administrative job with Burbank's Finance Department.

The new regulation would not be retroactive, so would not affect Kramer or Sarquiz, Ovrom said.

Mayor David Laurell said the motion is not a reflection on Kramer or Sarquiz, but rather a precaution against potential abuses.

``The city has benefited by their expertise,'' Laurell said. ``But this moratorium will remove any appearance of any type of future conflict.''
