PANEL PASSES ON PIPELINE RULING.

A Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  city panel, faced with the threats of lawsuits and pressure from the City Council, decided to make no recommendation Thursday on whether a group of oil companies should be allowed to build an oil pipeline across the city.

The city Transportation Commission was scheduled to vote on a franchise permit for the Los Angeles leg of the Pacific Pipeline, a 132-mile pipeline from the Kern County oil fields This list of oil fields includes major fields of the past and present. But pipeline representatives said that permission for the project already has been granted by the state Public Utilities Commission, and that no action by the city transportation panel was required.

, citing the possibility of rupture in a major quake. Pipeline officials say the project will be strengthened to resist rupture.

The Los Angeles Transportation Commission, holding its fourth hearing on the proposal, decided to pass the matter on to the council to avoid further delay.

``We need to get this to the City Council as quickly as possible,'' said Commissioner Roger Stanard.

Councilman Richard Alarcon had urged the commission to not take a position.

``It is clear this issue goes far beyond your authority,'' Alarcon said. ``The deciding factors of making a decision of this nature transcends the Transportation Commission.
