PANEL APPROVES NEW DEVELOPMENT NEAR QUARTZ HILL WATER RUNOFF CONCERNS ADDRESSED.

LANCASTER - Lancaster planning commissioners have approved a 72-lot housing development that residents in neighboring Quartz Hill fear will add to more water running down their streets during storms.

 approved the project proposed by Olympus Development on 40.5 acres of what is now desert east of 45th Street West at Avenue M-8. The project was approved Monday night by a 4-1 vote, with commissioner Ron Smith Ron Smith may refer to:

  • Ron Smith (ice hockey), former professional hockey player and mayor of Port Hope, Ontario, Canada
 dissenting.

In response to concerns about water runoff, the commission added a requirement that new homes will not be certified for occupancy until paving, sidewalks and gutters are finished along 45th Street West.

``Let's get one problem fixed before we start another project,'' said Ed Frommer, president of the Quartz Hill Town Council. ``The bottom line is the people of Quartz Hill are sick of the water coming in from Palmdale and Lancaster.''

The developer of the first tract, Forecast Homes, anticipates completing the street work in two or three weeks.

Despite its name, the community of Quartz Hill is downhill from Palmdale's Rancho Vista area and from part of west Lancaster. It has no storm drains, meaning that water from the neighboring areas runs along Quartz Hill streets - and in heavy rains, tops curbs and floods buildings, despite routine sandbagging Sandbagging is the practice of deceptively portraying oneself as being in a weaker position than is true.
