PALMDALE VOTES AGAINST CAR TAX REPEAL PROPOSAL; CITY WORRIES FUNDS WOULD NOT BE REPLACED.

The revocation of the law can either be done through an express repeal
 the car tax, saying the proposals do not address the greater issue of how local governments are funded by the state.

During the recession of the early 1990s, the state stripped away $3 billion from city and county governments. Only $200 million has since been returned to local coffers, said Councilman David Myers.

An additional reason cited for opposing the tax is the possibility that state voters would reject a constitutional amendment that would guarantee local governments would continue to receive the same amount of revenue that they would get with the tax in place. That could lead to a situation in which the car tax, which provided $4.6 million to Palmdale last year, is repealed and the state would be under no obligation to make up that lost revenue.

With the state looking to have a $4.4 billion budget surplus this year, Republicans are pushing to end the car tax. The tax, properly known as the vehicle licensing fee, has been on the books since 1935.

 are opposed to cutting the car tax, saying the proposal would destroy efforts to step up funding for schools and hurt counties and cities that rely on fee revenues.

The League of California Cities also objects to repealing the car tax, calling it an assault on a constitutionally protected source of revenue for local governments.
