Agoura Hills-based J.D. Power and Associates' first Local Customer Satisfaction Study focused on nine regional phone companies across the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. PacTel received the second highest satisfaction rating, a 107, while GTE Corp. of Stamford, Conn., finished last at 77 - 23 points below the industry standard.

BellSouth placed first with a ranking of 110.

GTE, which has about 4 million customers in the Southland, declined to comment on Powers' poll because the company had not received a copy of it, said spokeswoman Briana Gowing.

``We have independent studies done and the majority of our customers rate our service good to excellent,'' she said.

Not surprisingly, Pacific Telesis, whose Pacific Bell subsidiary has about 6.5 million local phone customers in Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region, , expressed delight with the results.

``We've been at it for over 100 years and fortunately the Pacific Bell name means something,'' said company spokesman David Dickstein.

Powers tapped customers opinions in seven areas; cost of service, corporate image, promotions, call quality, billing, calling cards and operators.

Zaiba Nanji, Powers' director of telecommunications services, declined to provide company scores for each category but said Pacific Bell received the highest rating for customer promotions and noted that GTE received low marks for its corporate image.

Survey respondents told Powers that they are generally less satisfied with their local telephone companies and indicated that they would be more likely to choose their long-distance provider as a one-source supplier. Two-thirds of the customers surveyed said they would likely select the same company for their local and long-distance services.
