PA land swap deal is off the books.


The land swap deal where the Port Authority of N.Y. and N.J. would give up control of the World Trade Center site in exchange for New York's airports is off the books not recorded in the official financial records of a business; - usually used of payments made in cash to fraudulently avoid payment of taxes or of employment benefits.

 most of the office space it lost in the terrorist attacks seemed to interfere with the City's plans for the WTC project. The idea met with opposition from Brooklyn and Queens borough officials, who did not want their airports controlled by a state agency.

However, the PA will have to pay a price for getting its way--$700 million in back rent, $93.5 million in annual rent and $14 million a year in lieu of taxes for the WTC project.
