PA Corrections Secretary Announces Key Appointments.
CAMP HILL, Pa. -- CAMP HILL, Pa., March 19 /PRNewswire/ -- Pennsylvania Corrections Secretary Jeffrey A. Beard, Ph.D. today announced the recent appointments to key positions at the Department of Corrections' Central Office.
Mary V. Leftridge Byrd has been named Deputy Secretary for Specialized Facilities and Programs, and John McCullough will serve as Regional Deputy Secretary for Western Region. Both appointments became effective March 16th.
"These individuals are valuable members of the Corrections Department and have nearly 60 combined years of experience in corrections and state government," Beard said. "They bring with them a wealth of knowledge and a diverse insight about offender management, security and public administration that will assist the department in its continued efforts to strive for an orderly, humane and safe state prison system."
Prior to this appointment, Mary V. Leftridge Byrd served as superintendent at the State Correctional Institution (SCI (Scalable Coherent Interface) An IEEE standard for a high-speed bus that uses wire or fiber-optic cable. It can transfer data up to 1GBytes/sec.

She also serves as a trainer on issues including leadership development, female offenders, designing and administering correctional programming, cultural diversity and coalition building. She has been honored by the Pennsylvania Coalition Against Domestic Violence and the National Organization of Black Law Enforcement Executives, and in 1998 was selected by the Pennsylvania Association on Probation, Parole and Corrections as the Adult Corrections Professional of the Year. Since 1998 she has served as a commissioner for the Pennsylvania Commission for Women.
Leftridge Byrd replaces William J. Love, who has been reassigned as superintendent at SCI Houtzdale.
John McCullough has served the Commonwealth as superintendent of SCI Houtzdale (Clearfield County) since its opening in January 1996. In addition to these appointments, several other individuals who currently serve as superintendents will now serve as supervising superintendents. Individuals assigned to these positions will:
-- Serve as backup to the deputy secretary in their absence or unavailability. -- Visit each facility in their region either with the deputy secretary or alone twice a year. -- Attend various department-level meetings. -- Attend other policy-oriented meetings as necessary.
The purpose of these additional supervisory positions is to build more supervisory depth for the department and to include active superintendents in meetings where departmental policy and operation is discussed. These individuals will continue to serve as superintendents of their respective institutions.
Individuals named to these supervising superintendent positions are Kenneth D. Kyler, superintendent at SCI Huntingdon (Western Region); Donald T. Vaughn, superintendent at SCI Graterford (Eastern Region); and Donald Kelchner, superintendent at SCI Camp Hill (Specialized Facilities and Programs).
