Outcry scuttles TIPS spy program. (Insider Report).

Official Washington responded to 9-11 with an avalanche avalanche, rapidly descending large mass of snow, ice, soil, rock, or mixtures of these materials, sliding or falling in response to the force of gravity. Avalanches, which are natural forms of erosion and often seasonal, are usually classified by their content such  of frightful police-state proposals. One of the most chilling was when the Bush administration announced a new federal program called Operation TIPS Operation TIPS, where the last part is an anagram for the Terrorism Information and Prevention System, was designed by President George W. Bush to have United States citizens report suspicious activity.  (Terrorism Information and Prevention System). The Orwellian program called for recruiting millions of workers, from truck drivers to teachers to utility employees, to spy on their fellow citizens and report suspicious activities to the federal government. The new federal informant informant Historian Medtalk A person who provides a medical history  network was to be part of the administration's Citizen Corps program, and was scheduled to start in 10 U.S. cities in August of 2002. However, public opposition caused officials to postpone the program and, ultimately, to drop it (at least for now).

Although the Homeland Security Act The Homeland Security Act (HSA) of 2002, Pub. L. No. 107-296, 116 Stat. 2135 (Nov. 25, 2002), introduced in the aftermath of the September 11, 2001 attacks, created the Department of Homeland Security in the largest government reorganization in 50 years, since the Department of , H.R. 5005, signed by President Bush on November 25th, contains many dangerous and unconstitutional unconstitutional adj. referring to a statute, governmental conduct, court decision or private contract (such as a covenant which purports to limit transfer of real property only to Caucasians) which violate one or more provisions of the U. S. Constitution.  provisions, it also contains one section that should provide some measure of satisfaction to freedom lovers who expressed their opposition to Operation TIPS. It is H.R. 5005's Section 880, entitled, "Prohibition of the Terrorism Information and Prevention System." That section states: "Any and all activities of the Federal Government to implement the proposed component program of the Citizen Corps known as Operation TIPS (Terrorism Information and Prevention System) are hereby prohibited."
