Independent government commission charged by the legislature with setting and enforcing standards for specific industries in the private sector. The concept was invented by the U.S. , issued a US$300,000 fine to Telefonica del Peru, a unit of Spanish telecommunications company See telecom company. Telefonica, for not allowing the agency to enter the company's offices for inspection.
